善治视角下城市边缘社区“三治融合”的挑战与优化——基于武汉公租房社区治理实践的考察

On Challenges and Optimization of"Three Governance Integration"in Urban Fringe Communities from the Perspective of Good Governance

国家治理现代化背景下,促进自治、法治、德治“三治融合”,是实现城市社区善治,建设社会治理共同体,提升社会治理效能的重要路径。考察Q、M、L三个公租房社区的治理实践发现,以公租房社区为代表的城市边缘社区处于城市边缘劣势地带、治理资源贫乏,具有产权关联弱、异质性强和行政性强的特点,导致社区三治融合面临治理主体积极性缺乏、治理方式融合性有限和治理规范衔接性不足的挑战,制约了城市社区善治的水平。基于城市边缘社区“宜居”与“安居”的善治需求,在党建引领的“强国家—强社会”的分析框架下,三治融合实现社区善治是一个“渐进均衡”的善治改进过程,得益于优化自治、法治、德治的组合力度和方式提升三治“指数”。从治理的主体、效能、秩序三个方面,优化三治融合的参与主体激励机制、三治功能提升机制、治理规范衔接机制,已经成为城市边缘社区因应治理挑战,提高善治水平的关键途径。

Under the background of national governance modernization,promoting the integration of autonomy,rule of law,and rule by virtue is an important way to achieve good governance in urban communities,build a social governance community,and improve the efficiency of social governance.Based on the investigation of the governance practices of three public rental housing communities,it is found that the urban fringe communities represented by the public rental housing communities are located in the disadvantaged areas of the urban fringe and lack of governance resources,showing the characteristics of weak property rights,strong heterogeneity and strong administration,resulting in the integration of three governance in the community faces the challenges of insufficient enthusiasm of governance subjects,limited integration of governance methods,and insufficient cohesion of governance norms,which restricts the level of good governance in urban communities.Based on the good governance demand of“Livable”and“Stability”in the urban fringe community,under the analysis frame o“f Strong Country-Strong Society”,three governance integration to achieve good community governance is a gradual and balanced process of good governance improvement,which can benefit from the combination of autonomy,the rule of law and rule of virtue to promote the index of three governance integration.From the three aspects of governance subject,efficiency and order,we should optimize the incentive mechanism of the participating subject,the mechanism of promoting the functions of the three-governance,and the mechanism of connecting governance norms,it has become the key way to improve the level of good governance in the urban fringe communities.
