上海市社区养老顾问制度的评估及发展思路

Research on the Evaluation and Development of the System of Community-based Elderly Care Consultants in Shanghai

基于社区已经接受过养老顾问服务的老年人及其家属有关养老顾问制度的认知、需求与服务评价,结合上海市HK区、CN区、PT区、MH区、PDX区五个行政区各级养老顾问进行的深度访谈,发现上海市社区养老顾问制度存在老年群体对政策理解不准确;养老顾问制度的区域协调机制有待完善;养老顾问专业化程度低、选拔机制不清、服务技能培训效果有待提高;社区在养老顾问方面的信息化程度不足、相关工作缺乏标准以及考核标准不清晰等问题。根据对上述问题的分析,本文提出完善现有养老顾问制度、加强专业化培训、提高养老顾问综合能力等发展思路,以进一步促进养老顾问制度的标准化、信息化建设。

We conducted in-depth interviews with elderly consultants of different levels in five administrative regions of Shanghai,including HK District,CN District,PT District,MH District and PDX District,based on assessments of perceptions,needs and services of the system of community-based elderly care consultants among elderly people and their families who have received services.This paper finds that there are some problems in the system of community-based elderly care consultants in Shanghai,such as the inaccurate understanding of policies by elderly groups,the lack of regional coordination mechanisms,the low degreeof specialization of consultants,the unclear selection mechanism,and the ineffectiveness of service skillstraining,the low degree of informatization of services in the community,the lack of standards for work,and theunclear assessment criteria.Based on the analysis of the above problems,this paper proposes to improve theexisting system of community-based elderly care consultants,strengthen professional training,improve thecomprehensive ability of consultants to further promote the standardization and informatization of the system.
