Angola’s oil exports to China accounts for half of its total oil exports.In order to attract investment and reverse the declining production,the Angolan government has established a new oil and gas regulatory agency called the National Agency of Petroleum,Natural Gas and Biofuels(ANPG).This agency has issued new laws and presidential decrees,simplified the licensing and management procedures,and initiated significant reforms in the oil and gas industry policies.Moreover,it has introduced specific fiscal and tax provisions for the marginal oil fields to improve their economic benefits.Meanwhile,the international oil companies are also adapting to the changes in Angola’s oil and gas assets.It is recommended that Chinese oil companies pay close attention to Angola’s investment environment and changes in fiscal and tax policies to better track and seize the opportunities for cooperation in the country’s oil and gas industry.
