探索国土空间规划背景下TOD综合开发实施路径——以呼和浩特市为例

Exploration on the Implementation Approach of TOD Comprehensive Development in the Context of National Land Spatial Planning:A Case of Hohhot

在国家空间规划改革和TOD综合开发实施的双重背景下,构建以TOD为核心,责权清晰、科学高效的规划与实施理论体系,并以呼和浩特市为例,探索城市TOD综合开发的实施路径。在规划层面,与当前国土空间规划体系衔接,将TOD综合开发理念纳入规划全生命周期,整体谋划与总体规划、详细规划和城市设计等各层级规划相适配的TOD规划体系。在实施层面,完善和创新城市管理,从资金平衡的发展路径、多方协作的工作方式和公众参与的平台搭建三个方向提出促进和保障TOD综合开发实施的政策机制。

In the context of both the reform of national land spatial planning and implementation of TOD comprehensive development,this paper constructs a theoretical system of planning and implementation,which is scientific and efficient with TOD as the core and well-defined right and responsibility.It takes Hohhot as an example to explore the implementation approach of urban TOD comprehensive development.At the planning level,this paper connects with the current national land spatial planning system,incorporates the concept of integrated TOD development into the whole life cycle of planning,and carries out an overall TOD planning system that is compatible with all levels of planning,including master planning,detailed planning and urban design.At the implementation level,it will improve and innovate urban management,and put forward policy mechanism to promote and guarantee the implementation of TOD comprehensive development in three directions:a development path with balanced funding,a working mode of multi-party collaboration and a platform for public participation.
