规划实施平台中的绿化与景观环境专项研究——以上海临港103国际创新协同区建设经验为例

建设项目规划实施平台是以推动实施为导向,集开发、设计、建设、运营、管理于一体的工作平台。绿化与景观环境专项作为重要的公共空间要素,是建设项目规划实施平台的重要关注内容之一。以实施平台技术与机制为研究内容,通过总结上海临港103地区的两个实施平台的实践经验,探索绿地景观建设的全生命周期管控的管理制度和工作方式,形成对接管理的技术工具,推动规划理念在建设实施中的落实,是地区高质量发展、创造高品质生活、实现高效能治理的体现。

The construction project planning and implementation platform is a work platform that integrates development,design,construction,operation and management under the guidance of promoting implementation.As an important element of public space,green and landscape environment is one of the important contents of the construction project planning and implementation platform.By summarizing the practical experience of the two implementation platforms in Lingang 103 District of Shanghai,this paper takes the technology and mechanism of the implementation platform as the research content,explores the management system and working mode of the whole life cycle control in the construction of green landscape,forms a technical tool for docking management,and promotes the implementation of planning concepts in the construction implementation.It is the embodiment of realizing regional high-quality development,creating high-quality life and realizing efficient governance.
