为更好地落实2019年习近平总书记对临港新片区提出的“五个重要”新指示,为临港新片区发展提供强大的城市功能支撑,规划实施的重要地位和作用愈发凸显。结合临港新片区开发建设的相关要求,以推动规划落地实施为导向,聚焦区域开发问题,以规划管控及实施平台为创新工作思路,以地区总图和建设项目设计方案审查为支撑,整合开发、设计、建设、运营、管理力量,通过规划实施平台协同服务,充分发挥实施主体能动性,探索建设项目全生命周期管控的管理制度和工作机制。

In order to better implement the“five important”new instructions of Lingang New Area proposed by General Secretary Xi Jinping in 2019,and to provide strong urban function support for the development of Lingang New Area,the important position and role of planning implementation are increasingly prominent.Based on the relevant requirements for the development and construction of Lingang New Area,under the guidance of planning implementation,the paper focuses on regional development problems,takes the planning control and implementing platform as innovative work ideas,and takes the general drawings and the design scheme of the construction project review as support.It integrates development,design,construction,operation and management strength,through collaborative services of the planning and implementation platform,give full play to the initiative of the implementation subjects and explore the management system and working mechanism for the full life cycle control of construction projects.
