摘要
煤矿井下生产环境特殊、生产工艺工序复杂,因此导致职工发生不安全行为或违章行为的因素较多。如:对作业现场各类变化过程中产生的安全风险辨识不全面,对各类工艺工序所规定的安全确认流程执行不到位,对特殊作业环节缺乏自保、互保、联保的安全意识等。由此可见,安全行为往往受制于个体安全意识,因此,建立流程化、规范化的行为治理工作机制是规范职工操作行为、提高安全意识、减少违章行为发生的有效举措,也是预防煤矿安全事故发生、提升安全管理工作水平的重要途径之一。
Due to the special production environment and complex production process in the coal mine,there are many factors that lead to unsafe or illegal behaviors of employees,such as no comprehensive identification of safety risks generated during various changes in the operation site,not enough implementation of safety confirmation process specified for various process procedures,and lacking of safety awareness of self-insurance,mutual assurance and joint assurance for special operation links.Therefore,the establishment of a procedural and standardized behavior management mechanism is an effective measure to standardize the operation behavior of employees,improve safety awareness and reduce the occurrence of violations,and is also an important way to prevent coal mine safety accidents and improve the level of safety management.
