Problems and Countermeasures in the Regulation of Harbin’s Online Taxi Industry

在“互联网+”的飞速发展境况下,网约车行业成为了重要交通出行方式的组成部分。为避免网约车行业的社会问题,国务院出台了一系列有关网约车管制政策。在政策的实施过程中,网约车市场涌现出大量的问题,如何规范治理网约车行业成为地方政府的新难题。哈尔滨市政府监管网约车行业也存在相应问题,运用政府监管理论、协同治理理论等分析管理体系,通过史密斯政策执行过程模型,建立对网约车行业规范化治理的有效策略。

In the context of the rapid development of“Internet+”,the online taxi industry has become an important part of the transportation industry.For facilitating supervision in this sector,the State Council has introduced a series of policies to regulate online vehicles;in the process of implementing the policies,a large number of problems,however,have emerged in the online taxi market,and how to regulate and govern the online taxi industry has become a new challenge for local governments.For addressing the problems of government regulation on the online taxi industry in Harbin,this paper,using government regulation theory and collaborative governance theory,puts forward eff ective strategies for the standardized governance through Smith’s policy implementation process model.
