精准化制衡理念在医疗设备采购管理中的风险控制效果分析

Analysis of risk control effect of precise checks and balances in medical equipment procurement management

目的:探讨基于精准化制衡理念的风险控制模式在医疗设备采购管理中的应用价值。方法:精准化制衡理念风险控制模式从规范设备采购中的部门职责、制定采购节点制衡策略和形成精准化的制衡管理路径进行设备招标采购风险控制。选取医院公开招标采购的1 194台医疗设备,根据风险控制模式不同将其分为对照组(743台)和观察组(451台),对照组采用传统目标管理风险控制模式,观察组采用精准化制衡理念风险控制模式。对比两组医疗设备的采购流程规范性、绩效目标完成度和风险控制有效性。结果:观察组计划制定、项目论证、招标采购、付款供货、安装培训和使用维护的规范性平均占比分别为(96.53±1.92)%、(96.02±2.24)%、(96.64±2.04)%、(94.92±3.78)%、(95.51±2.44)%和(92.76±3.78)%,均高于对照组,其差异有统计学意义(t=4.269,t=3.215,t=2.488,t=3.734,t=4.222,t=3.307;P<0.05);观察组医学检验设备、手术室设备、医学影像设备、医用电子设备及其他类型设备的绩效目标平均完成率分别为(97.44±1.53)%、(97.64±1.32)%、(96.74±2.19)%、(96.08±3.96)%和(95.16±3.92)%,均高于对照组,其差异有统计学意义(t=3.807,t=4.980,t=4.216,t=3.040,t=2.632;P<0.05);观察组临床及医技科室、医学工程处、采购中心、财务处、审计处和医务处的风险控制失效性平均占比分别为(3.37±1.61)%、(3.69±1.30)%、(2.83±1.56)%、(1.17±0.45)%、(1.04±0.96)%和(2.14±1.03)%,均低于对照组,其差异有统计学意义(t=3.849,t=4.081,t=2.792,t=3.334,t=4.567,t=3.732;P<0.05)。结论:精准化制衡理念风险控制模式能够规范医疗设备采购流程,提高设备预期绩效与实际绩效的匹配度,降低医疗设备采购风险。

Objective:To explore the application value of risk control model based on the concept of precise checks and balances in the procurement management of medical equipment.Methods:Precise checks and balances concept risk control mode conducted the bid procurement risk control of equipment from the aspects of regulating the duties of departments in equipment procurement,formulating procurement link check and balance strategy,and forming precise balance management path.A total of 1,194 sets of medical equipment purchased by the hospital through public bidding were selected and divided into control group(743 sets)and observation group(451 sets)according to different risk control modes.The control group adopted traditional target management risk control model,the observation team adopts the precise checks and balances concept risk control model.The standardization of medical equipment procurement procedure,achievement of performance objectives and effectiveness of risk control were compared between the two groups.Results:The standardization of planning,project demonstration,bidding and procurement,payment for supply,installation and training,and use and maintenance in the observation group were(96.53±1.92)%,(96.02±2.24)%,(96.64±2.04)%,(94.92±3.78)%,(95.51±2.44)%and(92.76±3.78)%,respectively,which were better than those in the control group,the difference was statistically significant(t=4.269,t=3.215,t=2.488,t=3.734,t=4.222,t=3.307;P<0.05).The performance objectives of medical laboratory equipment,operating room equipment,medical imaging equipment,medical electronic equipment and other types of equipment in the observation group were(97.44±1.53)%,(97.64±1.32)%,(96.74±2.19)%,(96.08±3.96)%and(95.16±3.92)%,respectively,which were higher than those in the control group,the difference was statistically significant(t=3.807,t=4.980,t=4.216,t=3.040,t=2.632;P<0.05).The risk control failures of clinical and medical technology departments,medical engineering department,procurement center,planning and finance department,audit department and medical department in the observation group were(3.37±1.61)%,(3.69±1.30)%,(2.83±1.56)%,(1.17±0.45)%,(1.04±0.96)%and(2.14±1.03)%,respectively,which were lower than those in the control group,the difference was statistically significant(t=3.849,t=4.081,t=2.792,t=3.334,t=4.567,t=3.732;P<0.05).Conclusion:The risk control model based on the concept of precise checks and balances can standardize the procurement process of medical equipment,improve the matching degree of expected performance and actual performance of the medical equipment,and reduce the procurement risk of medical equipment.
