全面抗战时期林伯渠对甘泉、富县的农村调查,是在整风运动背景下进行的,以考察政策从上到下落实情况为目的的政府主动行为。他通过深入农村,搜集各方意见,切实了解政策的具体落实情况,进而及时调整政府政策,具有强烈的政策服务性质。这次调查与同时期其他调查相比,特色鲜明,作为边区政府主席的林伯渠,其所做的农村调查更具问题导向,并能通过行政手段将调查中所发现的问题及时解决,这是同时期其他调查所不及的。调查活动推动了边区政府决策的民主化、科学化,亦是一次深入的社会动员,更成为边区政府工作作风转变的典范。

During the period of the all-out War of Resistance Against Japanese Aggression,Lin Boqu's rural investigation of Ganquan and Fuxian was carried out in the context of the rectification campaign,and it was an active government action aimed at examining the implementation of policies from top to botom.Through going deep into the countryside,collecting opinions from all parties,effectively understanding the specific implementation of policies,and then timely adjusting government policies,it has a strong policy service nature.Compared with other surveys of the same period,this survey has a distinctive feature.As the chairman of the border region government,Lin Boqu's rural survey is more problem-oriented and can solve the problems found in the investigation in a timely manner through administrative means,which is beyond the reach of other investigations in the same period.Through the investigation,the democratization and scientificization of the decision-making of the border region government has been promoted,and it has also been an in-depth social mobilization,and become a model for the change of the work style of the border government.
