摘要
中国澳门公屋供应经历了从合作共建到政府主导的过程,现行由政府主导公屋供应并建立的“五阶梯房屋”供应体系有助实现“居者有其屋”,却存在着公屋供应不足及公屋质量问题,且阶梯之间缺乏流动机制,经屋、夹屋及市场房屋之间互不贯通。因此,中国澳门的房屋政策取向应该以满足居住问题治理为导向进行完善,考虑结合公私合作共建等模式而形成多元供应模式,实现多目标、多梯度的房屋保障体系,从而达到“居者适其屋”的居住治理目标。
The building of public houses in Macao Region used to rely on public-private partnerships.Today,it is led by the government,who implements a five-tier system to ensure adequate housing for all.However,public housing in Macao features insufficiency in quantity and quality;meanwhile,the five-tier system lacks mobility along the housing ladder from Home-Ownership-Scheme housing to“sandwich”class housing for middle-income families,and to private-sector housing.Macao Region shall revise its policy accordingly to improve the governance of housing,supporting housing from multiple sources,including public-private partnerships,so as to secure a multi-target,multi-tier housing system where everyone lives in an affordable and comfortable home.
