河北省产前诊断技术服务机构校验评审问题分析与对策

Analysis and Countermeasures of Verification and Evaluation of Prenatal Diagnostic Technical Service Institutions in Hebei Province

目的了解河北省产前诊断技术服务机构的服务能力和服务水平,分析存在问题,提出解决对策。方法对2019年-2021年全省14家产前诊断技术服务机构校验评审评分结果进行汇总,采用SPSS 21.0软件进行描述性统计分析。结果14家产前诊断技术服务机构在服务条件、服务能力及规范执业方面均达到合格要求,但校验评审存在缺陷:从事产前诊断人员的知识培训欠缺(21.4%);伦理组织不健全,伦理工作开展缺少针对性(42.9%);遗传咨询场地不足(71.4%);超声诊断报告书写不规范(50.0%);实验室管理文件、操作规程文件不完整,检验报告书写不规范(78.6%)等。结论河北省产前诊断技术服务机构基本能够满足区域内人群服务需求。还需进一步丰富和拓展产前诊断技术服务机构类型,重视伦理组织建设,完善遗传临床服务场所建设,规范书写超声诊断报告,加强实验室管理,以及加快推进实施退出机制。

Objective To investigate the service ability and service level of prenatal diagnosis technical service institutions in Hebei Province,analyze the existing problems,and put forward countermeasures.MethodsThe verification and evaluation results of 14 prenatal diagnostic technical service institutions in the province from 2019 to 2021 were summarized,and SPSS 21.0 software was used for descriptive statistical analysis.ResultsThe 14 prenatal diagnostic technical service institutions met the requirements in terms of service conditions,service ability and standard practice,but there were defects in the verification and evaluation:the knowledge training of prenatal diagnostic personnel was insufficient(21.4%);lack of sound ethical organizations and lack of targeted ethical work(42.9%);insufficient genetic counseling sites(71.4%);the writing of ultrasonic diagnosis report was not standard(50.0%);laboratory management documents and operating procedures were incomplete,and the writing of inspection reports was not standard(78.6%).Conclusion Prenatal diagnostic technical service institutions in Hebei Province can basically meet the service needs of the population in the region.It is also necessary to further enrich and expand the types of prenatal diagnostic technical service institutions,attach importance to the construction of ethical organizations,improve the construction of genetic clinical service sites,standardize the writing of ultrasonic diagnosis reports,strengthen laboratory management,and accelerate the implementation of withdrawal mechanism and other management strategies.
