知识管理视域下智慧警务平台构建问题探索

Construction of Intelligent Police Platform from Perspective of Knowledge Management

目前,智慧警务平台建设呈现智能化、数字化、统一化的发展趋势。面对这种趋势,公安机关如何促进该平台建设效率更高、资源信息更新更快、组织创新更好,从而推动平台更好服务于公安工作,是一个需要引起重视的问题。当下智慧警务平台建设存在理论研究不足、数据信息使用效能不足、框架组织不完善等问题。知识管理理论契合解决这些问题的需要。知识管理是从知识的角度出发,将人、知识、环境和事件等关键要素组成一个管理系统,其应用于智慧警务平台建设的嵌入机理可从方法论、认识论和本体论三个维度进行阐释。

At present,the development trend of intelligence,digitalization and unification was presented in the con-struction of the intelligent police platform.It is a problem that needs to be paid attention to how the public security organs can promote the platform to be more efficient in construction,faster in resource information update and better in organiza-tion innovation,so as to better serve the public security work.There were some problems in the current construction of intel-ligent police platform,such as insufficient theoretical research,insuficient use efficiency of big data information and imper-fect framework information organization.Knowledge management theory which integrates key elements such as people,knowledge,environment and events into a management system fits the need of solving these problems.The embedding mechanism of its application in the platform construction can be explained from three dimensions of methodology,epistemol-ogy and ontology.
