市域社会治理防范化解社会矛盾风险的优势与对策——基于H市“全周期风险防控”模式的考察

The Advantages and Countermeasures of Municipal Social Governance to Prevent and Resolve Social Contradiction Risks based on Investigation of the“Whole Cycle Risk Prevention and Control”Mode in H City

作为基层社会的较高层级,市域社会既是社会矛盾风险的集聚地,又具有空间性、源头性、智慧化、整体性等治理优势,是防范化解社会矛盾风险的关键层级。因此,完善新形势下人民内部矛盾处理机制,提高市域社会治理能力,需要将防范化解社会矛盾风险置于市域社会治理视野下。H市遵循习近平总书记提出的“全周期管理”理念,初步形成了以“全领域源头治理+全主体协同共治+全流程处置稳控+全手段‘五治’融合+全要素建章立制”为核心的“全周期风险防控”模式,为市域经济社会发展营造了安全稳定的环境。借鉴“全周期风险防控”经验,并改进其存在的不足,强化源头治理、多元治理、流程治理、智慧治理和制度治理,完善源头防范体系、多元化解体系、过程控制体系、科技支撑体系和制度保障体系,对推动构建具有时代特征、符合善治规律和体现地方特色的市域社会矛盾风险防范化解机制显有裨益。

As a higher level of the grassroots society,the municipal society with spatial,source,wisdom,integrity and other governance advantages is not only the gathering place of social contradiction,but also the key level to prevent and resolve the risk of social conflict.Therefore,it is necessary to prevent and resolve the risk of social contradictions from the perspective of municipal social governance so as to improve the mechanism for handling contradictions among the people un-der the new situation and improve the capacity of municipal social governance.Following the whole cycle governance con-cept put forward by General secretary Xi Jinping,a"whole cycle risk prevention and control"mode whose cores include five full elements was constructed in H City,creating a safe and stable environment for the economic and social develop-ment of the city.Learning from the above experience,it is necessary to strengthen source governance,multiple governance,process governance,wisdom governance and institutional governance,and improve source prevention system,multiple res-olution system,process control system,scientific and technological support system and institutional guarantee system,which is of great benefit to promote the construction of a mechanism for preventing and resolving social contradiction risks in the city with the characteristics of the times,in line with the law of good governance and reflecting local characteristics.
