数字时代治理第三波浪潮:缘起、理论与前景

The third wave of governance in the digital age:origin,theory and prospect

21世纪初,西方学界基于对西方国家数字政府治理实践的研究提出以两波浪潮观为核心内容的数字时代治理理论。近年,中国数字政府治理实践呈现催生数字时代治理第三波浪潮及其理论之势。数字时代治理第三波浪潮理论的内容分属重新整合、整体主义和数字化三大领域,这三大领域中的要素分属权力结构重塑和实现形式设计两大层面。数字时代治理第三波浪潮理论倡导数字治理过程中基于不断革新的总路线实现技术驱动与制度驱动的动态相对均衡,具有较为明显的普适性及良好前景。

In the early 21st century,based on the study of the governance practices of digital governments in the western countries,the western academic circles put forward the governance theory in the digital age with the two-wave view as the core content.In recent years,China′s digital government governance practice has shown the trend ofgiving birth to the third wave of governance and its theories in thedigital age.The content of the third wave theory of governance in the digital era consists of three major fields:reintegration,holism and digitalization,and the elements in these three fields are divided into two levels:power structure remodeling and realization form design.The third wave theory of governance in the digital age advocates a relatively dynamic balance between technology-driven and institution-driven behaviour in the process of digital governance based on the route of continuous innovation,which has obvious universality and good prospects.
