A MODEL FOR HIGH-END MANUFACTURING Outlook Weekly 27 March Liaoning,a coastal province,is a time-honoured industrial base in northeast China.The province was the birthplace of China’s first domestically made steam locomotive,jet aircraft,10,000-tonne freighter,tractor and many other types of heavy machinery.In the 21st century,Liaoning has continued to carry out a series of strategically important megaprojects.And Shenyang,the province’s capital,has been a major powerhouse for the regional advancement of high-end manufacturing.In May 2020,Haidou-1,China’s first domestically produced unmanned deep sea submersible.
