面向国土空间规划的分层级空间管控逻辑思考

CONSIDERATION ON THE LOGIC OF HIE RARCHICAL SPATIAL GOVERNANCE ORIENTED AT TERRITORIAL PL ANNING

现阶段我国国土空间规划框架已基本完成,并初步形成了以边界底线管控与分区功能引导相结合的管控模式。但由于目前对国土空间规划的管控研究大多缺少用分层级视角来考量空间管控边界划定的逻辑,所以本文在识别空间管控边界的内在关系的基础上,通过分层级的国土空间规划管控价值观选择与管控力度区分,思考不同空间管控边界划定的管控逻辑,以期为拟定更精准、能协调、可实施的分层级空间管控策略提供逻辑支撑。

With the establishment of thebasic territorial planning framework,China preliminarily has formed the governance and control pattern which combines the bottom-line control with the function zoning guidance.However,most of current researches on the control of territorial planning in China lacks a perspective from diverse angles to consider the logic behind the demarcation of control boundaries.Therefore,on the basis of further identifying the intrinsic relationship between the three zones and the three lines,this article analyzes the selection of governance value and control capacity at different levels,in order to consider and explore the logic of spatial control boundary demarcation under the multi-level territorial planning system,thereby providing logical support for more precise,coordinated and implementable hierarchical spatial governance and control strategy.
