摘要
为策应国家“双一流”建设,各省(自治区、直辖市)先后实施了旨在提升办学质量的高水平大学建设计划,广东高等教育“冲一流、补短板、强特色”提升计划以启动早和投入大而备受关注。该计划首个建设周期已满,评估其政策效应能为改进省域高水平大学建设政策提供参考。通过收集2012年至2020年校际面板数据,采用多时点双重差分法构建计量模型,评估“冲补强”提升计划的政策效应。研究发现,政策实施后,入选高校的科研水平和人才培养层次均得到显著提高;同时,政策效应的异质性分析显示,“冲一流”高校、“补短板”高校、“强特色”高校分别实现了其在ESI学科建设、师资队伍建设和创新平台建设等方面的政策目标。展望未来,省域高水平大学建设应更侧重人才培养质量,加强政策的持续性,提高政策的精准性,重视人文社会科学建设。
The provincial high-level university policy in Guangdong province,which is characterized by its early initiation and extraordinary number of funding,aims to solve the unbalanced economic development issues in reginal areas that may restrict the higher education development in Guangdong.This paper uses the time-varying difference-in-differences model to examine the policy effects.Our results show that:the scientific research level and discipline level of the targeting universities have significantly improved.The heterogeneity analysis of the policy effect shows that universities have respectively met the policy goals.In the future,the policy should focus more on the quality of enhancing student development,the sustainability of implementing the policy,and the further construction on humanities and social sciences.
