构建支撑经济社会高质量发展的绿色低碳新型标准体系研究

Research on Building a New Green and Low-carbon Standards System to Support the High-quality Economic and Social Development

绿色低碳是实现碳达峰碳中和的主要途径,也是高质量发展和新旧动能转换的内在要求。山东是我国重要的工业基地和北方地区经济发展的战略支点。推动山东绿色低碳发展,是实现“双碳”目标躲不开、绕不过且必须打赢的一场硬仗。标准化是引领经济社会可持续发展的重要工具,对实现绿色低碳高质量发展具有重要的支撑作用。本文针对山东省绿色低碳新型标准体系建设,从国内外背景出发,分析了山东省在绿色低碳新型标准体系建设中面临的挑战,指出了存在的问题,并研究提出了下一步发展路径。

Green and low carbon is the main approach to achieve the objective of carbon peak and carbon neutrality,and also the internal need to achieve high-quality development and replacement of old growth drivers with new ones.As an important industrial base in China and a strategic pivot of economic development in the northern region,promoting green and low-carbon development in Shandong is an inevitable,unavoidable battle that we must win in order to achieve the“double carbon”goal.Standardization is an important tool to lead the sustainable economic and social development,and plays a key supporting role in achieving the goal of green,low-carbon and high-quality development.Aiming at the construction of a new green and low-carbon standards system in Shandong province,this paper fi rst introduces the domestic and international background,analyzes the challenges faced by Shandong province in the process of building a new green and low-carbon standards system,points out the existing problems,and puts forward the future development path.
