中国共产党治理通货膨胀问题的基本经验及其当代启示

The basic experience of the Communist Party of China in governing inflation and its contemporary enlightenment

在新民主主义革命时期、社会主义革命和建设时期,以及改革开放和社会主义现代化建设以来,中国共产党以马克思主义政治经济学为指导,在综合运用生产调控、分配调控、交换调控和消费调控的基础上,运用商品流通量调控与货币供给量调控、商品结构化调控和总量调控等手段,着手解决经济领域存在的通货膨胀问题,形成了坚持党的全面领导,坚持创造条件和引导经济发展预期相结合的系统治理方法论,坚持组织、宣传和动员群众参与社会生产和购买公债,加快产业部门商品流通速度以减少货币供应量,锚定物价预期的“组合拳”政策等基本经验。这些经验对于我国全面建成社会主义现代化强国具有重要的理论启示。

During the periods of new democratic revolution as well as socialist revolution and construction,and since the reform and opening up and socialist modernization,the Communist Party of China(CPC)has taken Marxist political economics as its guidance.On the basis of comprehensively applying regulations of production,distribution,exchange and consumption,this paper proposes to take various means to solve inflation in the economic field,including regulations of the quantity of commodities in circulation and money supply,structural regulation of commodities and aggregate regulation.It has formed a systematic governance methodology that combines the adherence to the overall leadership of the CPC,the creation of conditions and the guidance of economic development expectations.This paper also advocates to adhere to organizing,propagating and mobilizing the masses to participate in social production and the purchase of government bonds,speeding up the commodity circulation in the industrial sectors to reduce money supply and implementing the policy of“combination”to anchor price expectations.The above mentioned experience provides important theoretical enlightenment for China to build a powerful socialist modernization country in an all-round way.
