漳州市行政区划的调整,为厦漳泉一体化发展的大势所趋,面对当前行政区划调整政策的转变,“提质”已成为新一轮行政区划调整政策的主题词。基于当下新中心城区各区以自发性发展为主的问题,研究提出五项“提质”近期发展策略,重点研究如何对各个区进行协调整合、集约利用自身资源并形成发展合力,充分挖掘存量空间,优化整合产业空间,强化各区内在联系,实现由内而外“质”的提级。同时,提出相应政策保障措施建议。
