疫情信息公开的精准治理--一个基于“四阶段-敏感度-可用性”框架的分析

Precise Governance of Epidemic Situation Information Disclosure:An Analysis Based on the“Four Stages-Sensitivities-Usability”Framework

[目的/意义]信息公开是政府应对疫情等突发公共卫生事件的重要举措之一,对于如何公开、对谁公开、公开程度以及公开时机等关键问题,急需总结经验教训,挖掘有用价值,为提高信息治理效能提供参考。[方法/过程]构建一个疫情信息公开“四阶段—敏感度—可用性”的精准治理三维分析框架,分析存在于疫情信息采集、存储、利用和处理全过程的个人信息保护和公共信息可用性的平衡问题,提出提高疫情信息公开精准治理水平的对策建议。[结果/结论]公众个人敏感信息保护前提下的疫情信息公开是政府应对疫情等突发公共卫生事件中正确、重要且有效的举措。在信息公开的不同阶段,应当采取差异化的精准治理策略,在保护个人隐私和维护公共利益的平衡中,整体提升疫情精准防控的治理效能。

[Purpose/Significance]Information disclosure is one of the important measure for the government to deal with the epidemic situation and other public health emergencys.For the key issues such as how to disclose,to whom,to what extent and when to disclose,it is urgent to sum up experience and lessons,dig out useful value,and provide reference for improving the efficiency of information governance.[Method/Process]This paper constructed a three-dimensional analysis framework for accurate governance of epidemic information disclosure with“four stages-sensitivities-usability”,analyzed the balance between personal information protection and public information availability in the whole process of epidemic situation information collection,storage,utilization and processing,and put forward countermeasures and suggestions to improve the level of precise governance of epidemic situation information disclosure.[Result/Conclusion]The disclosure of epidemic situation information under the premise of protecting sensitive personal information of the public is a correct,important and effective measure taken by the government to deal with epidemic situation and other public health emergencies.At different stages of information disclosure,differentiated and precise governance strategies should be adopted to improve the overall governance effectiveness of targeted epidemic prevention and control while striking a balance between protecting personal privacy and safeguarding public interests.
