This paper systematically introduces and analyzes the main content of the Measures for the Man⁃agement of Archives of Major Events and Emergen⁃cies,and further illustrates its main characteristics,theo⁃retical significance and practical value.It also discusses how to scientifically and reasonably solve the contradic⁃tion between maintaining the integrity of the fonds of each filing unit and using the archival information resourc⁃es of major events and emergencies by archival users.
