Theoretical Construction of Evaluation Index System of the Training Effectiveness of New Professional Farmers Oriented Production and Management

新型职业农民培训效果评价既是政府有效配置资源的参考,也是培训机构优化培训方案的依据,还是提高培训质量的有效途径。而科学构建新型职业农民培训效果评价指标体系则是有效开展新型职业农民培训效果评价工作的前提和关键。通过访谈法、问卷法、层次分析法等质性和量化相结合的方法研究发现:培训效果的滞后性特点及政府主导的新型职业农民培训公益性特征要求,理想的新型职业农民培训效果评价标准应是既包含即时效果指标,又包含延时效益指标的多层级指标体系;新型职业农民培训效果评价指标体系包含培训满意度、职业素养养成度和培训成效外溢度三个一级指标和十二个二级指标;培训成效外溢度权重值最大,培训满意度权重值最小,新型职业农民培训效果评价应更加注重培训的延时效益。

The evaluation of the training effectiveness of new professional farmers is not only a reference for the government to allocate resources effectively,but also a basis for training institutions to optimize training programs and an effective way to improve the training quality.Constructing a scientific evaluation index system of the training effectiveness of new professional farmers is a prerequisite and key to effectively carry out the evaluation of new professional farmers training effects.The combination of qualitative and quantitative methods such as interview method,questionnaire method and analytic hierarchy process reveals that the lag characteristics of training effectiveness and the public welfare characteristics of government-led new professional farmer training require that the ideal evaluation standard of the training effectiveness of new professional farmers should be a multi-level index system including both immediate effect index and delayed benefit index;the evaluation index system of the training effectiveness of new professional farmers contains three first-level indicators and twelve second-level indicators,including training satisfaction,professional quality cultivation and training effectiveness spillover;training effectiveness spillover has the largest weight,training satisfaction has the smallest weight,and the evaluation of new professional farmers training effectiveness should focus more on the delayed benefits of training.
