我国职业教育资历框架的价值意蕴、建设现状及路径探析

职业教育资历框架是国家资历框架建设的基础性工程,也是推进职业教育改革发展的前置性工程。构建职业教育资历框架具有服务国家发展战略、推动落实国家政策和促进职业教育高质量发展的价值意蕴。总结我国职业教育资历框架的实践成果,找出其中存在的问题,结合职业教育发展实际,从加强立法、构建资历标准体系、建立管理与协调机制、健全质量保障体系四个方面探析我国职业教育资历框架的建设路径,以期为框架建设提供有益参考。

Vocational education qualification framework is a basic project of the construction of national qualification framework,and also a prerequisite project to promote the reform and development of vocational education.The construction of vocational education qualification framework has the value implication of serving the national development strategy,promoting the implementation of national policies and promoting the high-quality development of vocational education.This paper summarizes the practical achievements of China s vocational education qualification framework,finds out the existing problems,and analyzes the construction path of China s vocational education qualification framework from four aspects of strengthening legislation,building qualification standard system,establishing management and coordination mechanism,and improving quality assurance system combined with the actual development of vocational education,in order to provide useful reference for the framework construction.
