“一带一路”中国沿线主要港口碳排放效率评价研究 被引量:5

摘要 在节能减排的背景下,建设绿色低碳港口对推动中国交通运输可持续发展和达成低碳目标具有重要意义。以“一带一路”中国沿线18个主要港口为研究对象,基于Super-SBM模型和Global Malmquist-Luenberger指数模型,对2013—2020年的港口绿色低碳效率进行测算和评价,探究港口碳排放效率的跨期变化情况。研究发现:港口的绿色发展呈现出明显的区域不平衡现象,环渤海、长三角和珠三角等港口群的静态碳排放效率较好,东南沿海港口群和西南沿海港口群的效率值较低;中国沿海主要港口的动态碳排放效率跨期变化差异较小,总体呈波动上升趋势,绿色低碳效率有明显改善。 To promote the green and low-carbon development of Chinese ports,18 major Chinese coastal ports along“the Belt and Road”in China are studied on the subject of energy saving and emission reduction.The low-carbon efficiency of these ports from 2013 to 2020 has been measured using Super-SBM Model and the Glob⁃al Malmquist-Luenberger Index Model to analyze the intertemporal changes of carbon emission efficiency of the ports along“the Belt and Road”.The study indicates that the Super-SBM Model can evaluate the carbon emission efficiency of ports more precisely than that of the SBM Model.The green development of ports demonstrates an ob⁃vious regional imbalance,with better static green performance in Port Groups such as the Bohai Rim Port Group,Yangtze River Delta Port Group,and Pearl River Delta Port Group,and less effective or sustainably effective effi⁃ciency in the Southeast Coastal Port Group and Southwest Coastal Port Group.However,the intertemporal varia⁃tions in dynamic carbon emission efficiency of China’s major coastal ports are relatively small,displaying an over⁃all fluctuating upward trend,which is a significant improvement in low-carbon energy efficiency.
