摘要 解决干部能上不能下问题,是我国人事制度改革的一项主要内容,也是国有企业锻造忠诚干净担当的高素质专业化领导干部队伍的现实需要。如何进一步加强国有企业领导干部队伍建设,破解干部能上不能下困局,发挥好领导干部“领头雁”作用,成为当前急需研究的重要课题。 The issue of cadres being ready to take a lower as well as a higher post is a major aspect of personnel system reform and a practical need for state-owned enterprises to cultivate high-quality professional leaders who are loyal and accountable.Strengthening the construction of leading cadres in state-owned enterprises,addressing the dilemma of whether Cadres can be promoted or demoted and fully utilizing the role of leading cadres as“Bellwethers”have become the important topics that require further research.
