摘要
生态感知是推进中国林草行业数字化发展的重要抓手和举措。中国林草发展进入生态感知发展阶段是在马克思主义理论指导下中国特色社会主义生态文明理论的创新结果。从生态感知建设角度分析林草数字化发展历程,为中国林草现代化治理保护提供新的思路和办法,有助于推进林草数字化转型实践和理论创新。文中针对推进林草生态感知建设的时代要求、林草生态数字化治理的实践逻辑,提出林草生态数字化治理的实现路径:1)以生态感知建设为目标,突出“坚持人与自然和谐共生”理念;2)将“绿水青山就是金山银山”理念融入生态感知建设;3)将生态感知建设作为新型绿色发展方式和治理方式;4)统筹“山水林田湖草沙”林草生态数字化治理;5)为生态环境保护制度提供数字化支撑。
Ecological perception is an important means to promote the digitized development of forestry and grassland sector.The forestry and grassland sector in China has developed into the stage of ecological perception,which is the result of the theoretical innovation of socialist ecological civilization with Chinese characteristics under the guidance of Marxist theory.Analyzing the digitized development process of the forestry and grassland sector from the ecological perception perspective provides a new idea as well as a new method for the modernized management and protection of forests and grasslands in China,which is conducive to promoting the forestry and grassland sector to transform towards digitalization in both practices and theoretical innovation.In view of the requirements of the times for the ecological perception and the digitized ecological improvement of forests and grasslands,this paper comes up with the paths to digitized ecological treatment of forests and grasslands,including:1)Highlighting the concept of“adhering to the co-existence between man and the nature”with ecological perception establishment as the goal;2)Incorporating the idea of“lucid waters and lush mountains are valuable assets”into ecological perception establishment;3)Taking ecological perception as the new way for green development and ecological improvement;4)Promoting the holistic digitized development of mountains,waters,forests,farmlands,lakes,grasslands and deserts;and 5)Providing digital support for the eco-environment protection institution.
