环境规制对医疗保障影响的实证研究

An empirical study of environmental regulation on medical insurance

基于2002~2020年31个省市区的面板数据,运用双固定模型估计环境规制强度对医疗保障支出水平的影响。初步回归结果与模型经过内生性处理和稳健性检验之后的实证估计结果一致:环境规制可以抑制医疗保障支出水平。这就意味着可以减轻医疗保障支出负担,实现健康可持续发展。同时区域异质性检验结果表明,东部地区环境规制对医疗保障支出水平影响最显著。建议政府从长效治理出发,通过环境规制促进医疗保障的发展,降低居民健康存量折旧速率,促进人力资本优化,为转换发展动能长远布局。

Based on the panel data of 31 provinces and municipalities from 2002 to 2020,the double-fixed model was used to estimate the impact of environmental regulation intensity on the level of medical security expenditure.The preliminary regression results are consistent with the empirical estimates of the model after endogenous treatment and robustness testing:Environmental regulation can suppress the level of medical security expenditure.This also means that medical security reduces the burden of expenditure and achieves healthy and sustainable development.The regional heterogeneity test results show that the eastern region has the most significant impact.It is suggested that the government should start from long-term governance,promote the development of medical security through environmental regulation,reduce the depreciation rate of residents'health stock,promote the optimization of human capital,and make a long-term layout for transforming development momentum.
