The Scientific Connotation and Practical Path of Social Governance Community

党的十九届四中全会提出,建设人人有责、人人尽责、人人享有的社会治理共同体,这深刻表明了党要以更高的标准、更柔性的手段来推进社会治理的决心。以人人为主体的社会治理共同体蕴含着党百年奋斗的治理经验,超越了共同体的虚假性,是带有共同体本质的特殊共同体。因此,要辨明其科学内涵,抓住其主要特征,构建一核多元、协商共治、人民至上的共同体,可以从强化多元主体有效参与、推动治理重心下移以及综合运用治理手段等方面付诸实施。

The 4th Plenary Session of the 19th CPC Central Committee proposed building a community of social governance in which everyone is responsible and is shared by everyone,which profoundly demonstrated the Party’s determination to promote social governance with higher standards and more flexible means.The community of social governance in which everyone serves as the main body contains the Party’s century-long struggle and governance experience,which is a special community with the essence of community and transcends the falsity of the community.Therefore,its scientific connotation should be identified,and its main characteristics should be grasped.In order to build a community of one core,pluralism,consultation and co-governance,and put people to the top priority,we can strengthen the effective participation of multiple subjects,push down the focus of governance,and comprehensively adopt governance means.
