关检融合持续深入,检验检疫执法由条线管理,转变为分段监管持续推进,检验检疫后续监管处置流程欠缺日趋凸显。本文从海关涉检稽查的法律定位出发,探索海关稽查与检验检疫业务的链接空白,提出涉检稽查方面的执法困境和涉检稽查相关建议。

The integration of customs and inspection continues to deepen,the inspection and quarantine law enforcement has changed from line management to subsection supervision,and the lack of follow-up supervision and disposal process of inspection and quarantine has become increasingly prominent.Starting from the legal positioning of maritime inspection,this paper explores the blank link between customs inspection and inspection and quarantine business,puts forward the dilemma of law enforcement in terms of inspection and audit,and relevant suggestions for inspection and audit.
