摘要
针对目前规划可靠性研究较少、缺乏规划可靠性指标、投资受到资金限制等问题,文章着眼于研究配电网规划中基于规划可靠性指标的精准投资方法。定义了规划可靠性指标体系,将该体系中的子指标进行时空分解以精细化可靠性投资提升;基于时空分解的可靠性指标建立精准投资决策模型,并在满足电力电量平衡的基础上,根据单位投资成本的可靠性提升程度确定待扩建项目的先后顺序。以南方某地区现状电网为例,证明了提出的时空分解和可靠性规划决策方法的正确性和可行性。
Aiming at the problems that the current planning reliability research of distribution network is lack of planning reliability indicators,and investment restrictions,this paper studies the precise investment method based on planning reliability indicators in distribution network planning.This paper defines the planning reliability index system,the sub-indicators in the index system are spatiotemporally decomposed in order to refine the reliability investment promotion.A precise investment decision model is established based on the decomposed reliability indicators,and on the basis of meeting the power balance,the order of the projects to be expanded is determined according to the degree of reliability improvement of unit investment costs.The current power grid of a region in the south China is taken in as an example to prove the correctness and effectiveness of the reliability planning decision method proposed in this paper.
