贯彻《北京市节水条例》完善节水社会治理体系

Implement the“Beijing Water Conservation Regulations”and build a water-saving social governance system

立足北京市水资源禀赋和节水工作的实际,基于社会治理体系共建、共治、共享等3个基本要素,探讨了节水社会治理体系基本概念、内涵,与《北京市节水条例》关系,提出了构建节水社会治理体系的基本模式和对策建议,为贯彻《北京市节水条例》、依法构建节水社会治理体系提供参考。

This paper is based on the reality of water resources endowment and water-saving work in Beijing.In addition,study discusses the basic concept and connotation of the water-saving social governance system and its relationship with the water-saving regulations of Beijing according to the three basic elements of co-construction,co-governance and sharing of the social governance system.Finally,the basic model and countermeasures for building a water-saving social governance system are put forward,providing reference for implementing the water-saving regulations of Beijing and building a water-saving social governance system.
