Culture Analysis:A New Method of Educational Policy Implementation Research

作为教育政策执行研究的一种新方法,文化分析可以创造出一种全新的理解方式,生产出“当下教育政策执行为什么如此呈现”的新知识。作为一种方法,文化分析隐含着以诠释主义为哲学方法论,以“行动者部分自主”为一般科学方法论以及以“作为文本的教育政策”为具体科学方法论的方法论体系。其尝试解决的问题涵盖走向“前台”的文化因素如何描述的问题、文化的作用机制问题,以及文化如何缓解教育政策执行困境的问题。作为一种方法,文化分析常常以案例研究为基础,综合观察、深描、访谈、解释等多种方法。这些具体的方法常单独见于以往的教育政策执行研究中,但强调以组合的方式出现,道出了文化分析作为一种新方法的精髓。

As a new method to study on the implementation of educational policy,culture analysis aims to respond“why the current educational policy is enacted and presented in a certain way”.It explores the culture forces,reveals the mechanisms and offers suggestions from the perspective of culture.Thus,it creates a new way to understand and promote the educational policy implementation.Its methodology consists of three parts:interpretivism as a philosophical methodology,“actor partial autonomy”as a general scientific methodology and“educational policy implementation as texts”as a specific scientific methodology.As a method,culture analysis incorporates thick-description,interviews,hermeneutic into case study.While those four methods are usually used separately in the existing educational policy implementation researches,their combination is exactly the essence of culture analysis.
