城市防灾安全韧性评价及其标准化探讨 被引量:1

摘要 韧性理念的提出,为城市防灾提供了新思路,构建城市防灾安全韧性标准体系,对减少城市灾害风险,提高城市安全韧性,促进城市高质量发展具有重要意义。《中共中央关于制定国民经济和社会发展第十四个五年规划和2035年远景目标的建议》中明确提出了建设“韧性城市”的目标。建立城市防灾安全韧性评价技术体系和标准体系是韧性城市相关研究技术成果转化落地的基础支撑、重要途径,本文系统总结了国内外城市防灾安全韧性评价标准的发展历程,比对分析了国内外在标准化工作发展中存在的问题,并为我国城市防灾安全韧性评价标准化的工作提出了建议。 The concept of resilience provides a new idea for urban disaster prevention,and the construction of a standard system of urban disaster prevention and safety resilience is of great significance for reducing urban disaster risk,improving urban safety and resilience,and promoting high-quality urban development.The goal of building a"resilient city"is clearly set out in the CPC Central Committee's Proposal for Formulating the 14th Five-Year Plan for National Economic and Social Development and Long-range Goals by 2035.The establishment of technical system and standard system of urban disaster prevention safety and resilience evaluation is the basic support for the transformation and implementation of relevant research technology achievements of resilient cities.This paper systematically summarizes the development process of urban disaster prevention safety and resilience evaluation standardization at home and abroad,and compares and analyzes the existing problems in the development of standardization work at home and abroad.Some suggestions are put forward for the standardization of disaster prevention and resilience evaluation in Chinese cities.
