脆弱性治理:回应巩固脱贫成果政策系统脆弱性的挑战

Vulnerability Governance:Responding to the Challenge of Consolidating the Vulnerability of Policy Systems to Poverty Alleviation Gains

由政策主体、政策工具和政策客体作为基本要素所组成的政策系统是巩固脱贫成果的框架性支撑力量。实践中,虽然巩固脱贫成果政策系统已经构建并运行,但暴露出一定的脆弱性,包括政策主体在组织运作中的运行脆弱性、政策工具在选择应用中的效用脆弱性和政策客体在状态更迭中的应变脆弱性。政策系统的脆弱性与脱贫成果本身的脆弱性相互强化,对巩固脱贫成果提出了叠加性挑战。应通过脆弱性治理来回应双重脆弱性压力,提升整个巩固脱贫成果政策系统层面的安全阈值。应当使政策主体在参与治理中回归元治理角色,使政策工具在选择应用中适配环境与价值,使政策客体在状态更迭中实现接续性赋能。

The policy system composed of policy subjects,policy tools and policy objects as basic elements is the framework supporting force for consolidating the gains of poverty alleviation.In practice,although the policy system for consolidating the poverty alleviation gains has been established and operated,certain vulnerabilities have been exposed,including the operational vulnerability of policy subjects in organizational operations,the utility vulnerability of policy tools in the selection and application of policy tools,and the resilience vulnerability of policy objects in state change.The vulnerability of the policy system and the vulnerability of the poverty alleviation gains themselves reinforce each other,posing superimposed challenges to consolidating the poverty alleviation gains.Vulnerability governance should be used to respond to the dual vulnerability pressure and raise the security threshold at the policy system level to consolidate the poverty alleviation gains,including the return of policy subjects to the role of meta-governance in participating in governance,the adaptation of policy tools to the environment and value in the selection and application,and the continuous empowerment of policy objects in the change of status.
