数字经济赋能城乡融合发展的政治经济学分析

Political Economy Analysis of Digital Economy Enabling Urban and Rural Integrated Development

坚持农业农村优先发展、坚持城乡融合发展、畅通城乡要素流动是党的二十大提出的重要决策,是实现乡村振兴战略的重要保障。数字经济赋能城乡要素双向流动能够促进乡村产业多元化发展,数字经济赋能收入分配能够促进城乡基本公共服务均等化发展,数字经济赋能平台高效率交换能够促进乡村在线交易高质量发展,数字经济赋能城乡居民数字化消费能够促进供需两端协同发展。当前,数字经济推动了一二三产业融合发展、缓解了城乡资源分配不公难题、促进了乡村交换模式的转型、助推城乡消费新模式的形成,但还存在城乡要素流动受阻、城乡生活体验差距不断扩大、乡村基础设施资源交换不充分、乡村数字化消费模式发展不完善等现实问题。应进一步整合数字农业生产体系,实现农业数字化融合发展;构建基本公共服务数字化体系,强化资源分配均等化;完善乡村数字化基础设施建设,加速建设乡村在线交易平台;推广乡村线上消费,助力乡村消费升级换代。

Giving priority to the development of agriculture and rural areas,promoting integrated development between urban and rural areas,and facilitating the flow of factors of production between urban and rural areas are important decisions made at the Party's 20th National Congress and important guarantees for realizing the rural revitalization strategy.Digital economy enabling the two-way flow of urban and rural elements can promote the diversified development of rural industries,digital economy enabling income distribution can promote the equal development of urban and rural basic public services,digital economy enabling platform efficient exchange can promote the high-quality development of rural online transactions,digital economy enabling urban and rural residents digital consumption can promote the coordinated development of supply and demand.At present,the digital economy has promoted the integrated development of the primary,secondary and tertiary industries,alleviated the unequal distribution of resources between urban and rural areas,promoted the transformation of the rural exchange model,and facilitated the formation of a new model of urban and rural consumption,but it still exists some practical problems such as impeded flow of urban and rural factors,widening gap between urban and rural life experience,inadequate exchange of rural infrastructure resources,and imperfect development of rural digital consumption pattern.The digital agricultural production system should be further integrated to realize the digitalized development of agriculture.We will build a digital system for basic public services and strengthen equitable distribution of resources.Improve the construction of rural digital infrastructure,accelerate the construction of rural online trading platform;Promote online consumption in rural areas to help rural consumption upgrade.
