乡村振兴背景下村落共同体何以重塑?——农村集体经济治理与减贫耦合的双重视角

How to Reshape the Village Community under the Background of Rural Revitalization——Dual Perspectives on the Coupling of Rural Collective Economic Governance and Poverty Reduction

农村集体经济在长期维系村落共同体和减贫中发挥着重要作用,而一系列社会制度变革导致农村出现集体经济边缘化、村落共同体瓦解和治理行政化的现实困境。农民集体意识溃散、对村庄公共事务淡漠化、乡村治理的社会基础呈现松散状态等问题制约着我国乡村治理的有效实现。精准扶贫战略提出后,受益于治理资源的集中注入,集体经济迎来新一轮发展机遇期,村庄“造血”功能随之复苏,在集体经济治理与减贫耦合推进的过程中村落共同体也得以开始重塑。因此,强化村集体“统”的功能、构建以利益共同体为基础的村落共同体是激活村庄和农户内生发展的动力,也是解决相对贫困和实现乡村振兴的重要路径。

Rural collective economy plays an important role in long-term maintenance of village community and poverty reduction.However,a series of social system reforms have led to the realistic dilemma of marginalization of collective economy,collapse of village community and administrative governance in rural areas.The breakdown of the farmers'collective consciousness,the loose social basis of the desertification of village public affairs and the rural desertification,restricts the effective realization of rural governance.After the strategy of targeted poverty alleviation was proposed,the collective economy ushered in a new round of development opportunities due to the centralized injection of governance resources,and the village hematopoietic function was revived accordingly.In the process of the coupled promotion of collective economic governance and poverty reduction,the village community also began to reshape.Therefore,strengthening the function of village collective unity and building a village community based on community of shared interests is the driving force to activate the endogenous development of villages and farmers,as well as an important way to solve relative poverty and realize rural revitalization.
