全国性单项体育协会与政府间的和谐共生是推进体育治理现代化的重要任务和基础工程。运用文献资料法、实地调查法等,基于共生理论视角探讨全国性单项体育协会与政府间的关系,为突破单一化政会关系瓶颈提供思路借鉴,为形成互惠共生关系提供现实指导。研究认为:协会与政府的共生发展关键在于从理念认同机制、协调联动机制、责任共担机制以及约束制衡机制层面厘清两者共生的运作方式。建议:以协会章程为准则,健全法人治理结构;促进协会回归市场,有效实现自我增能;以复合型人才培育为桥梁,强化共生匹配性;以优化会员队伍建设为基石,增强共生融合性;增强民主参与度,提升协会社会公信力;建立信用信息平台,加强协会诚信建设。旨在为推动脱钩改革的顺利进行提供理论支撑与依据,并促进协会与政府走向“互惠共生”。

Harmonious symbiosis between national sports federations and the government is an important task and fundamental project to promote the modernization of sports governance.Using literature and field research,the study explores the relationship between national sports federations and the government from the perspective of symbiosis theory,providing ideas to break through the bottleneck of monolithic government and sport association relationship and providing practical guidance for the formation of a mutually beneficial symbiosis.The study concludes that the key to the symbiotic development of the association and the government is to clarify the operation of the symbiosis at the levels of conceptual recognition,coordination and linkage,responsibility sharing,and constraints and checks and balances.Future recommendations:take the association's constitution as the guideline and improve the corporate governance structure;promote the association's return to the market and effectively realize self-enhancement;take the cultivation of composite talents as the bridge to strengthen symbiotic matching;optimize the construction of the membership team as the cornerstone to enhance symbiotic integration;enhance democratic participation and improve the association's social credibility;establish a credit information platform and strengthen the association's integrity construction,aiming to promote the decoupling reform.The aim is to provide theoretical support and basis for the smooth implementation of the decoupling reform,and to promote the association and the government towards"mutual symbiosis".
