Agricultural Modernization in Southwest Minority Mountain Areas from the Perspective of Common Prosperity:Theory,Policy and Practice

西南民族山区农业现代化的实现程度极大影响着国家现代化的整体性、全面性与协调性,尤其是西南民族山区评价体系构建与指标选取,需因时而新、因地而异、因需而进。立足问题与需求导向,诠析共同富裕目标下农业现代化的理论拟合与价值意涵,阐释改革开放以来党对农业现代化的顶层谋划与创新发展,为西南民族山区的铜仁市建构包含3大目标层、10类要素层、30项指标层的农业现代化综合评价体系,夯实理论逻辑与政策逻辑,进而重塑西南民族山区农业现代化的体系建构与实践依据。研究结果为铜仁市推动农业现代化工作提供监测工具与决策依据,为西南民族山区推动农业现代化进程提供逻辑基础与智慧支撑。

Without agricultural modernization,the overall modernization of the country is incomplete.The realization degree of agricultural modernization in southwest minority mountainous areas determines the integrity,comprehensiveness and coordination of national modernization.The construction of the evaluation system for agricultural modernization is the key to measuring the realization degree and promotion level with agricultural modernization,which is related to key issues such as to what extent the process of agricultural modernization has been advanced,and how to evaluate the level of advancement.The construction of the evaluation system and selection of indicators for southwest minority mountainous areas need to be updated according to the times,different from the place,and advanced according to needs.Based on the problem and demand orientation,this paper interprets the theoretical fit and value connotation of agricultural modernization under the goal of common prosperity,and explains the top-level planning and innovative development of agricultural modernization by the Party since the reform and opening up,which construct a comprehensive evaluation system for agricultural modernization in the case area of southwestern minority mountainous areas,namely Tongren City(including 3 target layers,10 element layers,and 30 indicator layers)to consolidate theoretical and policy logic,and then remodel the system construction and practical basis for agricultural modernization in the southwest minority mountainous areas.The findings are beneficial to provide a monitoring tool and decision basis for the promotion of agricultural modernization in Tongren City,and provide a logical basis and intellectual support for the promotion of the agricultural modernization process in the southwest minority mountainous areas.
