Generative Logic and Discourse Construction on Politicization of Controversial Issues in the Cross-Strait Communication

两岸交往过程中,很多突发事件存在着转向争议性议题的机会结构,这是两岸关系结构性困境的反映。当争议性议题与政治问题挂钩,从政治立场、政治视角和政治斗争等方面阐释时,一旦社会分歧转为政治对抗,便出现争议性议题政治化。由于认知结构的分化、身份认同的张力,以及在争议性议题的合法性与权威不匹配时,两岸双方或一方中有个人或组织通过象征符号推动民众广泛参与对抗,它就会朝政治化的方向发展。政治本身就是话语博弈的问题。在争议性议题政治化中,呈现中国内地民族/国家话语框架和台湾地区价值/台湾地区话语框架的对立,台湾地区方面往往通过民主权利话语来混淆和攻讦法治,极力构筑所谓中国台湾身份认同的话语性现实。对此,中国内地应基于两岸社会的法治共识,从理念、方法和实践等方面进行话语调控。

In the process of cross-Strait exchanges,many unexpected events have an opportunity structure to shift towards controversial issues,which is a reflection of the structural dilemma of cross-Strait relations.When controversial events are linked to political issues and interpreted from political positions,perspectives,and struggles,once social differences turn into political confrontation,politicization of controversial issues occurs.Due to the differentiation of cognitive structure,the tension of identity recognition and the mismatch between legitimacy and authority in controversial issues,individuals or organizations on both sides or one side of the Taiwan Strait use symbolic symbols to promote widespread public participation in confrontation,an event will develop towards politicization.Confrontation has emerged in the politicization of controversial issues between Chinese mainland's ethnic/national discourse framework and Taiwan,China's value/Taiwan,China discourse framework.The Taiwan,China side often confuses and criticizes the rule of law through democratic discourse,striving to construct the discourse reality of so-called"China Taiwan identity".In this regard,Chinese mainland should conduct discourse regulation in terms of ideas,methods and practices based on the consensus on the rule of law of the cross-Strait society.
