摘要
合同能源管理已经在中国得到广泛应用。“双碳”背景下,合同能源管理市场化机制面临新的机遇和挑战,结合用能单位对节能减碳的新需求,提出合同能源管理新模式的概念特点及组织形式,并以北京市政府办公楼为例,提出新的业务模式设计,为后续项目试点落地提供借鉴。
EPC has been widely used in China.Under the background of double carbon,the marketization mechanism of EPC is facing new opportunities and challenges.Combined with the new demand of energy-consuming units for energy conservation and carbon reduction,the concept,characteristics and organizational form of new EPC model are put forward,taking the government of Beijing office building as an example,the paper proposes a new business model design to provide reference for the pilot project.
