关于风资源在风电场“以大代小”技改项目中运用的讨论

摘要 目前许多运行时间较长的风电场由于受制于早期技术和经验不足等方面的影响,已经开始面临机组老龄化严重,故障率高,项目年发电小时数低、收益率达不到预期的问题。同时由于技改相关的政策不明确、涉及手续繁杂从而导致低效资产无法得到良好改善,造成资源的浪费。自国家能源局综合司于2021年12月风电场改造升级和退役管理办法(征求意见稿)以来,许多老旧风电场也陆续试水“以大代小”改造。本次从风资源在以大代小项目中应用的角度进行讨论。 At present,many wind farms with a long operating time have begun to face the problems of serious aging units,high failure rate,low annual power generation hours of the project,and failure to meet expectations due to the impact of early technology and insufficient experience.At the same time,due to unclear policies related to technological transformation and complicated procedures involved,inefficient assets cannot be well improved,resulting in a waste of resources.Since the comprehensive department of the National Energy Administration issued the management measures for the renovation,upgrading and decommissioning of wind farms(draft for comments)in December 2021,many old wind farms have also successively tested the water of"replacing small with large".This discussion is from the perspective of the application of wind resources in large-scale and small-scale projects.
