社区治理共同体的结构特征与运作逻辑——基于河南省150个案例的社会网络分析

The Practical Characteristics and Improvement Strategies of Community Governance in the Perspective of High-quality Development——Based on 150 Cases of Social Network Analysis in Henan Province

在高质量发展视域下打造共建共治共享的社区治理共同体,是实现基层高效治理的客观要求,对推进国家基层治理体系和治理能力现代化具有积极意义。从结构-过程视角出发,基于城市社区治理的现实经验,运用社会网络分析法探索社区治理共同体结构形态与运作逻辑,并就如何实现高质量发展提出政策建议。社区治理共同体的整体结构呈多中心发散型、集中趋势与密度较低;核心区组织团结紧密、边缘区组织缺乏联结;党政机关中心性较强、社会力量中心性较弱。社区共同体的运作逻辑呈现为党政“统合意愿强-资源禀赋强”的项目,党政机关集体决策并开展联合行动;党政“统合意愿强-资源禀赋弱”的项目,党政机关发挥主导作用,下沉党员干部与招募志愿者,购买服务与民办公助;党政“统合意愿弱-资源禀赋弱”的项目,党政机关牵头,政府购买社工服务,倡导志愿服务。为推动社区治理共同体高质量发展,党政机关要强化领导理念、完善领导机制;共同体应建立多样化联系、寻求合作共识;积极组织党群联合议事、深化党群关系;激励干部与志愿者参与、弥补人员短缺;筛选监管优质社会力量、跨越技术障碍。

Building a community governance community of co construction,co governance and sharing under the vision of high-quality development is an objective requirement to achieve efficient governance at the grass-roots level,and has a positive significance in promoting the modernization of the national grass-roots governance system and governance capacity. From the perspective of structure process,based on the practical experience of urban community governance,this paper aims to explore the structure and operation logic of community governance community by using social network analysis,and put forward policy suggestions on how to achieve high-quality development. The overall structure of the community governance community is multi center and divergent,with a low concentration and density;The organization in the core area is closely united,while the organization in the fringe area is lack of connection;The centrality of the party and government organs is strong,and the centrality of social forces is weak. For the project of“strong integration will-strong resource endowment”of the party and government,the party and government organs make collective decisions and carry out joint actions;For the project of“strong will for integration-weak resource endowment”of the party and government,the party and government organs play a leading role,sink party members and cadres and recruit volunteers,purchase services and private public aid;For the project of“weak integration will-weak resource endowment”of the party and government,the government purchases social work services and advocates voluntary services. In order to promote the high-quality development of the community governance community,the party and government organs should strengthen the concept of leadership and improve the leadership mechanism;The community should establish diversified contacts and seek consensus on cooperation;Actively organize joint discussion between the Party and the masses and deepen the relationship between the Party and the masses;Encourage cadres and volunteers to participate and make up for the shortage of personnel;Select high-quality social forces for supervision and surmount technical barriers.
