中国乡村振兴政策体系下乡村旅游政策发展路径研究

Research on the Development Path of Rural Tourism Policies under China's Rural Revitalization Policy System

基于三维分析框架,运用政策工具及文本分析法,从政策的结构和功能、关联和指向两大维度系统分析乡村旅游政策在乡村振兴政策体系下的类型和演进特征。结果表明乡村旅游政策在乡村振兴政策体系中,以环境型为主要结构,以产业为主要功能;在政策演进特征中,乡村旅游政策在乡村振兴五个方面整体上具有一定的关联性和指向性。基于上述结论,对乡村旅游政策结构、特征和发展路径提出优化建议,以期更好服务于乡村振兴。

Based on the three-dimensional analysis framework,the types and evolutionary characteristics of rural tourism policies under the rural revitalization policy system were analyzed with policy tools and textual analysis on structure,function,association and direction of policies.The results showed that in the rural revitalization policy system,rural tourism policies took environmental type as the main structure and industry as the main function.In the policy evolutionary characteristics,rural tourism policies had certain correlation and directionality in five aspects of rural revitalization.Optimizations of the structure,characteristics and development path of rural tourism were proposed to better serve the rural revitalization.
