中国培育数字贸易竞争优势:有利条件、制约因素及对策建议

China's Cultivation of Digital Trade Competitive Advantage:Favorable Conditions, Restrictive Factors and Countermeasures

进入数字时代,传统贸易面临数字化变革。数字贸易作为新型贸易形态,是新一轮国际竞争焦点所在。作为数字贸易大国,中国具有培育数字贸易竞争优势的有利条件,诸如拥有超大规模市场、日益完善的信息基础设施、多元数字应用场景和海量数据。但要培育数字贸易竞争优势也受到以下因素的制约:数字产业核心技术有待攻关、数字市场均衡发展有待加强、数字贸易平台健康发展有待规范、数字贸易规则制定话语权有待提升。基于此,文章建议中国应以创新为发展引领,聚焦数字核心技术攻关;注重均衡发展,深挖超大规模市场潜力;规范数字平台,营造健康安全的数字生态;参与全球数字贸易治理,提高规则制定话语权。

Entering the digital age,traditional trade is facing digital transformation.As a new form of trade,digital trade is the focus of a new round of international competition.As a major digital trading country,China has favorable conditions to foster competitive advantages in digital trade,such as having a large-scale market,increasingly improved information infrastructure,multiple digital application scenarios and massive data.However,the cultivation of competitive advantages in digital trade is also restricted by the following factors:core technologies of digital industry need to be tackled,the balanced development of digital market needs to be strengthened,the healthy development of digital trade platforms needs to be standardized,and the voice of digital trade rules needs to be improved.Based on this,the paper suggests that China should take innovation as the lead of development,and focus on digital core technology;focus on balanced development and tap the potential of super-large markets;standardize digital platforms to create a healthy and safe digital ecosystem;participate in global digital trade governance and enhance the voice of rule-making.
