上海都市型畜禽养殖业环境管理绩效分析与展望

在当前我国生猪稳产保供的背景下,根据上海都市型畜禽养殖业发展定位及产业模式特征,针对“十二五”末畜禽环境管理面临的主要问题,对“十三五”期间实施的畜禽养殖生产布局优化、粪污还田规范管理、行业标准和技术规范制定等一系列环境管理举措及取得的成效进行了回顾评价,并从粪污资源化利用监测考核体系构建、臭气与氨协同减排控制技术应用、畜禽养殖新型污染物控制技术推广、畜禽养殖温室气体减排等角度,展望了“十四五”期间上海都市型畜禽养殖业环境综合管理重点工作。

Secure supply of pork products is a top priority to current agricultural production in China.According to the development orientation and industrial pattern characteristics of urban livestock and poultry breeding industry in Shanghai,we reviewed the progresses we had made during the 13^(th)Five-Year Plan,on environmental management of livestock and poultry industry.Progresses have been made on industry structure optimization,manure field application management,formulation of industry standards and technical specifications,which were against the main issues discovered at the end of 12^(th)Five-Year Plan.The prior environmental management tasks for urban livestock and poultry production industry was also prospected during the 14^(th)Five-Year Plan,including monitoring and assessment of animal waste utilization,application of odor and ammonia emission reduction techniques,popularization of emerging contaminants control techniques,and greenhouse gas emission reduction.
