摘要
通过数字化转型助力高质量学徒制建设是新时期国际劳工组织探寻学徒制现代化新理念与新策略的集中体现。在其百年发展历程中,国际劳工组织对学徒制发展的关注先后经历了内涵认知、质量问题关注、多样化质量建设策略和工具探寻与研发、数字时代质量建设理念与策略革新等不同发展阶段。在数字化转型赋能高质量学徒制建设的实践过程中,国际劳工组织遵循高质量的学徒制项目开发、高质量学徒培训场所的准备、学徒培训的组织实施以及学徒培训后的过渡与评估的实践逻辑,识别不同阶段推进数字化转型的价值与可行策略。由于数字化转型的系统性、生成性与不确定性,国际劳工组织也指出,高质量学徒制建设不同阶段的数字化转型也将面临多重挑战。
Digital transformation has been regarded as the critical strategy for ILO in exploring new concepts and ways of the modernization of apprenticeship systems.In ILO's 100-year development history,the focus on apprenticeship development has gone through different stages,including connotation awareness,quality concerns,exploration and development of diverse strategies and tools for quality improvement,and innovation of quality concepts and strategies in the digital era.To achieve the empowerment of digital transformation to quality apprenticeships development,the ILO follows the practical logic of developing quality apprenticeship programs,including preparing quality apprenticeship training venues,organizing and implementing apprenticeship training,and transitioning and evaluating apprenticeship training.Meanwhile,ILO identifies the value and feasible strategies at the different stages in developing quality apprenticeships.Due to the systematic,generative,and uncertain nature of digital transformation,the ILO also points out that digital transformation at different stages of developing quality apprenticeships will also face multiple challenges.
