摘要
英国是构建国家资历框架最早的国家之一,在近四十年的时间里,英国资历框架体系的建设变革大致经历了初创期、形成期、成熟期与完善期四个阶段。英国资历框架体系不断变更不仅源于人们对终身学习理念的认识逐渐深入,更源于人力资本市场的流动需要和职业资格技能的评估驱动。英国国家资历框架制度的四十年发展历程可为我国提供以下四点经验:深化终身学习和“普职等值”教育观念,建立终身学习国家资历框架,设计国家资历框架的等级标准,创建国家资历框架的质量监管体系。
The UK is one of the first countries to establish a national qualifications framework.In the past forty years,the construction and reform of the British Qualifications Framework has roughly gone through four stages:the initial stage,the formation stage,the mature stage and the perfect stage.The continuous change of the British Qualifications Framework system is not only due to people's deepening understanding of the concept of lifelong learning,but also due to the mobility needs of the human capital market and the evaluation of vocational qualification skills.Based on the forty-year development of the UK National Qualifications Framework,China can learn from the following experiences:deepen the educational concept of lifelong learning and general education and vocational education equivalent,establishing a national qualifications framework for lifelong learning,designing grades for the national qualifications framework,establish a quality supervision system for the national qualifications framework.
