越共十三大以来领导干部队伍建设研究

摘要 越共十三大以来,越南共产党以领导干部队伍建设推动干部工作和党的建设,建立和落实干部辞职免职制度,以党校培训、干部轮换制建设战略级干部队伍,增强了党内规定的指导作用。领导干部队伍建设侧重政治建设和发挥带头作用,有以上率下推动工作,将反对腐败、干部轮换、鼓励干部积极作为相结合的显著特征。总书记、常务书记地位分别高于其他主要领导人、其他高级领导人。高级领导人队伍建设以政治局和书记处为中心,公安党建工作成效显著。 Since the 13th National Congress of the Communist Party of Vietnam(CPV),the CPV has promoted cadre affairs and Party building,established and implemented the system of cadre resignation and dismissal by developing the leading cadre team.At the same time,it has built a strategic-level cadre team with party school training and a cadre rotation system,enhancing the guiding role and applicability of the party's internal regulations.The building of the leading cadre focuses on political development and emphasizes that cadres should take the lead.The General Secretary and Permanent Secretary have higher status than other core leaders and senior leaders respectively.The building of the senior leading team has centered on the Politburo and the Secretariat,which has rationalized the cadre rotation system and the Party building of public security,with the distinctive features of promoting affairs from top to bottom and combining anti-corruption with cadre rotation and encourage cadres to be active.
